Empowering local energy: The European Energy Communities Facility supported by the LIFE Programme

The European Energy Communities Facility, was officially launched in March 2025 at the European Parliament. Hans Rhein (Head of the Energy & Climate Unit in CINEA), introduced the event, which was sponsored by five Members of the European Parliament (MEPs) from different political groups - representing together a large majority of the hemicycle. MEPs unanimously expressed their support for energy communities, highlighting their contribution to the clean energy transition, renewables acceptance and affordable energy prices. 

The initiative, co-funded by the LIFE Programme, is designed to empower and support local energy communities across Europe. It aims to assist at least 140 energy community projects in their early stages by providing lump sum grants to develop robust business plans. 

One of the key objectives of the Facility is to provide energy communities with the tools they need to thrive. Beyond financial support, it offers specialized training and resources to shape innovative, long-lasting business models. These efforts aim to ensure the continued growth of energy communities, promoting long-term impact and contributing to the EU's climate objectives. ​ 

The Facility is implemented by a consortium of experienced organizations, including REScoop.eu, Energy Cities, FEDARENE and GNE Finance. To ensure the broadest reach and the most effective support at the local level, the Facility collaborates with a network of 29 national experts who build connections with local initiatives. This collaborative approach aims to provide comprehensive support tailored to the needs of energy communities across the EU, Iceland, Moldova, North Macedonia and Ukraine. ​ 

In addition, the Facility will deliver critical analytical work regarding financing opportunities, best practices, assessment of legal frameworks, and information on one-stop shops across Europe. This wealth of resources is designed to help energy communities navigate the complexities of implementing new energy projects and facilitate their development and growth. ​ 

The European Energy Communities Facility builds on the successful experiences from previous initiatives. It will further develop some of the research carried out by the Energy Communities Repository and the Rural Energy Communities Advisory Hub and learn from the granting mechanism of the European City Facility

Ultimately, the Facility aims to demonstrate that direct financial assistance for the early stages of project development coupled with training and advice, is an effective way to support the active participation of Europe's citizens in the clean energy transition.
